to topCouncil papers including topics for debate, committee minutes and summaries are circulated to branch secretaries as well as Council members at least two weeks before each Council meeting; allowing local discussion of relevant issues so that branch council members can attend Council fully informed of the views of their branch. Topics for debate and committee summaries are distributed to bench representatives and branch chairmen as well as branch secretaries. They are also published on the Members' Page of the website.
